If you try to make rules between mods in different groups, you will get cyclical rule errors that will be extremely hard to resolve and make no sense. With the current version of Vortex, you cannot drag and drop mods to rearrange them.

Use the feedback function to politely ask the devs for this feature, hopefully they will change their minds and decide to implement it. The devs have stated that vortex will never have a manual drag and drop system like that, but now that it automatically sorts out critical errors, the feature is less necessary.
